Wally Wilson finds himself in dire need of cash and decides to broker a deal between the Russians and Paternoster for a substantial fee. However, Commissioner Frank Slaets quickly recognizes Wally's intentions and seizes the opportunity to expose him for corruption. As a result, Wally faces suspension from his position.
