With no Vice President in office, the presidency is handed over to the Speaker of the House, Bartlet’s chief political adversary, who adopts a tough stance on the situation. Meanwhile, with the arrival of twins Huck and Molly, Toby grapples with his ability to fully embrace and love them as a father.
