The body of Elaine Goldberg is discovered in an empty lot in Philadelphia's "Badlands." Initially, authorities suspect she was a sex worker who succumbed to an overdose. However, the situation escalates when two additional bodies are uncovered in the same area, leading detectives to worry that a serial killer might be on the prowl.
